Act on Lobbying

The Law of Ukraine on Lobbying is one of the key legislative acts shaping Ukraine's modern system of transparent interest representation. Its adoption marked a significant step towards implementing European standards of openness, integrity, and accountability in the public policy-making process.

The Law defines the concept of lobbying, identifies the subjects of lobbying activities, sets out their rights and obligations, and establishes the rules governing interaction with the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, central executive authorities, and other state institutions.

The Law mandates the registration of lobbying subjects in a dedicated register and sets requirements for reporting on activities undertaken, sources of funding, and targets of influence. Particular attention is given to the prevention of conflicts of interest, compliance with ethical standards, and ensuring transparency of information regarding interactions between lobbyists and public officials.

The legislation also provides mechanisms for state supervision and liability for breaches of the established rules, thereby strengthening public trust in the decision-making process and ensuring a level playing field for the representation of interests by businesses, civil society organisations, professional associations, and other stakeholders.

The Law of Ukraine on Lobbying is an important practical instrument for professionals working in Government Relations, advocacy, legal counsel, and public policy. It provides a clearer understanding of the legislative mechanisms available for influencing state decisions and establishes the legal framework for professional and ethical engagement with public authorities.
